Under section 2 of the Local Government Act 2000 (UK) councils have the power to do anything which they consider is likely to promote the economic, social and environmental well-being of their areas, in order to respond to the needs of their local communities.

The power is wide-ranging and enables local authorities to improve the quality of life, opportunity and health of their local communities, through linking directly to innovation and delivery of community strategies. The full potential of these powers are still being explored and resources are being developed to encourage local governments to utilise the new powers as a tool to transform communities.
